Former Finance Minister Denies Enforcing Betting Tax

Former Finance Minister and NPP Member of Parliament, Mohammed Amin Adam, has refuted claims that his administration implemented the controversial betting tax.

His statement comes in response to the 2025 Budget Statement and Economic Policy presentation by Finance Minister Dr. Cassiel Ato Forson, who announced the abolition of several taxes, including the betting tax and E-Levy.

Addressing a Minority-led press conference, Dr. Amin Adam criticized the assertion, labeling it misleading.

“Betting tax that they said they have abolished, we never collected betting tax. So to come and tell Ghanaians that you have abolished something that we never implemented is to deceive the people of Ghana,” he stated.

The betting tax, introduced under the previous government, imposed a 10% withholding tax on winnings from sports betting and lotteries. However, Dr. Amin Adam maintains that his administration never enforced the policy before leaving office, despite public opposition to it.

In August 2024, then-NPP presidential candidate Dr. Mahamudu Bawumia pledged to scrap the betting tax and E-Levy if elected president.

During the party’s manifesto launch in Takoradi, he reiterated his commitment, stating, “We’ll also reduce Withholding Tax for small-scale gold exports to 1% to curb smuggling and abolish the Betting Tax.”

Dr. Amin Adam’s comments have sparked reactions on social media, with some users accusing him of dishonesty, arguing that the tax was already in effect.

Others continue to debate the credibility of his claims, questioning whether the tax was merely introduced but never implemented.
